Debate:monsoon session washout-what should be done??


Following the tabling of the Comptroller and Auditor-General’s report on coal blocks allocation, Opposition parties — particularly the BJP — took up the issue vigorously. They stalled the proceedings in both Houses, seeking Prime Minister Manmohan Singh’s resignation as he was in charge of Coal when the alleged scam took place. Thus 13 days were lost. As per a rough estimate, Rs. 1.50 crore was spent for an hour of sitting.
“This session is likely to be remembered for the work that was not done,” said Rajya Sabha Chairman Hamid Ansari while adjourning the House sine die
“The data is in no need of commentary,” Mr. Ansari said. He pointed out that the session saw the passing of only three Bills and the introduction of two others. Out of 399 starred questions listed, only 11 could be answered orally. Eight short notice questions were admitted but none was discussed and three short-duration discussions — on the increase in prices of goods and services, deficient rainfall and an impending drought and the problems of food security — were listed but not taken up. Altogether, about 62 hours were lost on account of disruptions..

  1. Yogesh Kumar(Not MNT student): The healthy speech in Parliament is be the first step, afterwards the answers from the Minister not satisfied to the opposite party means can do further movement, parliament is not only the place for opposition, the place to be debate for People's welfare....

  2. As yogesh promoted, healthy speech is not possible because both UPA and NDA are not having enought strong points.. both have some key points to say on each other that "Because of your people the situation came".
    the parliament cots per day is 1.2 crore , they just rolled out 24 days. the worst things is BJP is not allowing UPA to speak itself and they took this point as advantage and simply saying, we are ready for debate with NDA.
    As cine actors, the players and opposite players of our government is shaking their hands while jogging but not why during the sessions.

    Parliament is the place where the legislative icons should have their discussion over the welfare of the schemes. but in recent days, the parliament fund is going lavishly.
    the way forward , the speaker should use his/her strong arms to curb the politicans during verbal fight and should not simply adjourn the house. Because if you keep on adjourning the house, at one point the final day come and none will be in progress line.

    The political parties should be aware of the provisions and powerful privilages what the CAG is having.. keep on pointing their level of entry in the Audit & Accounts is waste of time only and sure atlast CAG will won.

    to answer 2nd question, simple amendment that the none of the session will end until the issue is clearly debated and have to ensure whether any conviction proceeding taken on the accused one.
    or else what would happen is, this session ends and BJP will badly wait to fight for the next session also..

    the last point in the article is wasted 62 hrs, in days count is 24 days.. so per day they are spending just 2.5 + to discuss the process and progress of gov. worst.. in this smallest session of three, NDA should not have did like this..

    lets hope for the best in the coming days.

  3. Parliament icons should know the provisions and power of privilages what CAG is having. Should not keep on pinpointing them that their entry into the accounts and audit is beyond the provisions. if gov understood that , PM would not have requested PAC to submit their report for Coalgate.

    Parliament is the place for to discuss the gov schemes, their advantages and disadvantages, answering questioning but now whats happening is wrestle between two parties.

    this session is smallest of all, but they rubbishly wasted our gov funds. now the monsoon ends but with empty answer. BJP will target on the next session also.. both the big parties are doing some kind of game. sure it wil reveal one day.

    the way forward is , adjouring should not be there. becuase only meagre amount of time is what we are spending in houses but adjourning the hours keep the days away and the final day near.

    adjourn is the bad word for parliament proceedings..when both parties are ready with the documents why not proper healthy debate??

  4. adjournment is done because all are shouting in the house so that no business can be transacted..be specific how to empower the speaker to prevent this from happening..when all are shouting in the class,the teacher has to cancel the class and go..this is not a nursery where u r handling kids..so gngive specific powers which can be

Mr. Uday also come with my point, "when both parties are ready with the documents why not proper healthy debate", the both parties are not ready for healthy debate, So other parties should became one hand and support parliament for forward, But the opposition party telling shouting in parliament is also a Democratic way. But the Government only need tell answer to the people, both the parties bonded together and they closing the truth to the people, at the same time when house is not going smooth to show the "we are good" to people ruling party introduce a important 117th bill also, why the ruling party doesn't know the good time to introduce such important bill, The Chairman and Speaker has no way because they are also nominated by ruling party(used like Rubber Stamp), both of them are not acting as Middle in houses, so the way of questioner is not good, also answer.

  6. First and foremost ,they should give a chance for the ruling party to put forward their points....A one side talk cannot be a discussion...it is just a speech given .
    Secondly ,Constitution amendment should be made such that the time in the parliament is not taken for granted .

  7. during 1950's.. the politicians were divided by parties and united by opinions. I have heard some politicians who will stay in the same place but belong to different parties. during that occasions, its only vision"the welfare of the people".

    but now its reverse, parliament is like a place of going around and shouting , standing in their places.... the privilages given to them should be cut and even actions for their wrong actions should be taken.

    hope all know about kamaraj plan, a long run government will bring down the efficiency of gov and the confidence of the people...
    we can accept the long run of gov also but with different heads but our heads are so greedy that someone might take our profit which they seeded..

    strict provisions needed.

Empowering the speaker to control or dedicate the speeches or actions as administrator has pointed out or for the discipilnary action as suggested by the previous commenter could possibly misused to prevent even basic opposition sounds which is healthy for a vibrant democracy..that is why our constitution makers generously gave enormous powers to the parliament and its proceedings..and hence only any proceedings are away from the ambit of law or courts..In Nehrus parliament when CAG criticized Krishnamenons defence policy, though he objected he and the entire parliament dared not to question the credibility of CAG and accepted it..such high morals are lacking no..the right suggestion to curb is " People should carefully watch and teach them thru their democratic weapons votes" Rather than criticizing on constitutional instruments people should be more accountable to it ..then only democracy will be strenghtened..

  9. 1.the way forward should be that the government should take necessary steps to avoid this type of washouts of whole session,like
    a.all party meetings to discuss these kind of situations
    b.government should engage in talks with leaders who are responsible for stallmate
    c.committee to revise the parlimentary rules and passing of a new amendment to stop these kind of washoffs
    d.like a beautiful tamil song lyric "thirudanai parthu thirunda vittal thiruttai ozhika mudiyadhu" the politicians must realize that they are wasting 1.5 crore a day that too for not discussing a 16000crore scam.unless they realize and and start acting nothing will change.

  10. Speaker already knows what are the critical issues and general issues to be carried out in particular session... so he/she may kindly request the parties to give waitage to general issues which are useful to people, than the critical issues on which immediate action cant be taken...

A traffic police has to regulate traffic.if he adjourns and leaves his place,city will come to a standstill,likewise if a speaker is not given enough power to regulate the proceedings of a house,business cant be transacted and nation will come to a stand still.in UK the speaker is party neutral as he resigns after election.As it is vital for a city not to have traffic jam,it is equally vital for parliament to do its duty-to legislate..so the speaker must be made independent,politically neutral and then empowered with sufficient powers to avoid partisan politics..we cant wait for the thief to transform into a saint.what we need is sufficient checks to deter a thief and we cant wait for every 5 years to make our representatives accountable to us..there must be a mechanism to make politicians accountable continously may be through a neutral committee to evaluate them reg their particpation in house debates,attendance etc..

Thankyou for your prompt reply and taking the discussion to a right direction..you are cent percent correct that the speaker must be party neutral, independent in his approach..Fortunately, our constitution also suggests that.In a house, the speaker is the real head (not even PM or CM).sometimes in a coalition politics,speaker could be from an alliance party rather than from dominant party( say CPIs Somnath Chatterjee during UPA1)to some extent(?) maintain that party neutral..But practically speaking Speaker cant be neutral..If he/she accidently take a decision arbitrarily against its own party, it would be magnified 100 or 1000 times as if entire governance failed and consequences would be severe...and i think ur suggestion to have "a neutral commitee to evaluate them" invites serious doubts..if it is meant just to note down proceedings, attendence, it is OK.But if it is meant to CONTROL the proceedings of the Parliament, DICTATe its terms and conditions, then queries arise.."How can a People elected body could be controlled by a non elected extra-constitutional body? " "If it will be done so then what is the meaning of democracy ?"This may not be confused with independent bodies Like CAG or Supremecourt where their duties are strictly questioningor auditing Procedures as Prescribed by the rules FRAMED BY THE GOVERNMENT and ensuring laws are executed as FRAMED BY THE GOVERNMENT respectively as no other body in a democracy except people can question the "Law making Procedure-Parliamentary proceedings" since for that business alone they are elected..
